Burying valve box uncommon?

House was built in 2001. I moved in last year and everything worked fine during inspection. I didn't use the sprinkler for maybe over 8 months...didn't need to...
When I try to turn it on today. Only one zone our of 4 was working... manual or auto.
I tried to troubleshoot but I cannot locate the valve box. Is it common practice to bury the box around 2001? Only the PVB valve is above ground and grass everywhere. The control box is not far from the PVB valve. Should I just dig around to find the box? I assume it very close to control box and PVB valve.
