Water in pipes After blowout

I have used 3 local companies in the last 10 years for blowout. I replace bad heads or move them as needed after the shutdown and every time I disconnect a head from the poly pipe there is still water in it. Is this normal or are the workers rushing to get done before emptying the lines?
