Valve not turning on, different topic

I have a valve that is giving me problems. Voltage at the valve is 24.8 volts. Voltage at the controller is 28.9 volts. Im getting enough voltage. I replaced the valve, still not turning on. I switched it with another valve in the same box, different wiring, and it turned on. Confused at what now to do. getting enough volts... help please.

It's either the wiring or the controller. Did you try swapping spots at the controller to a spot you know works?

Maybe you're not getting enough amps.
