Unknown design/layout

I just moved into a house in February. The backyard, which is quite small, has three sprinkler heads, two solenoid valves, and one exterior faucet. I am trying to figure out why the two controllers and if I can remove one of them for simplification. Here is a link to my google drive with pictures.

In terms of your own money and effort, keeping it as two separate zones is the sure bet. What happens when you turn on the water to the valves? {I can see one has no solenoid, and it will be open, and the other should be able to be opened manually}
