Leaks on both sides of driveway

When my sprinkler turns on I notice my plants are being watered but also have leaks on both sides of driveway. I uncovered one side to notice that there is pvc pipe under the driveway and a black hose running through it. The leak is coming out of the pvc pipe. I was hoping to see the black hose cracked or something and I would have replaced it or taped it up, but the water is gushing out of the opening of the pvc pipe. Does that mean that the black hose running through the pvc pipe is broke somewhere underneath the driveway and that I have to replace it all or is there something else wrong?

You described what is seen when the inside pipe has a leak.
