No dc voltage

I purchased a new orbit easy dial timer install went fine. I went to run it in manual and I had no dc voltage on the output terminals. I disconnected the witing to valves and put system into manual again and I had 29v dc. Reconnected the wiring and have 0v dc. Am I missing something

DC? Is it a battery operated timer or does it plug into the wall?

No dc voltage

It uses an ac input so it plugs into the wall. The outputs to the valves are dc voltage

Do some resistance testing of your wiring. The Orbit Easy Dial series, and indeed any controller powered by a plug-in transformer, is putting out AC and not DC.
