I think I found the solenoid at Amazon Weathermatic S20P for $18. I found some on ebay a little cheaper.

Yes, you can test the ohms of the solenoid by disconnecting the wires from the solenoid then putting the leads to each wire.
Don't ask me what the reading should be. We don't have Weathermatic valves where I live. I've seen them maybe 4 times in 24 years. Maybe I can look it up later. I'm running late.
But it's a simple job. Just turn off the water and unscrew that thing with the wires sticking out of it.

I tested the resistance at the board
#1: 0.024
#2: 0.019
#3: 0.017
#4: 0.036

I metered the resistance at the valve (#3, #4) and they were the same (0.017, 0.036).
I'm confused. I would think that if #3 was shorted, it would be closer to 0. And it doesn't explain why #2 is almost the same number (0.019 vs 0.017)

I'd put on new solenoids on 2 and 3 then clean up all the wire connections you can find.
2 and 3 are the problem valves yes?

What if you swapped the number 3 and 1 solenoids and see if number 1 starts acting up? Use the number 1 wiring and the number 3 solenoid.

I swapped #3 and #4 solenoids and #3 worked!
I'm assuming #2 about to completely fail - that's why I was having so much trouble with it.
I will buy some extras in case #1 or #4 decide to fail on me too.
Thanks for your suggestions.

BTW: The sprinkler guy told me it would cost $150-$250 to replace the whole controller.
