orbit valve defect ?

I just installed 5 new orbit inline valves and one of them is not working. After a little investigating I noticed on the valve body the bleed screw is on the right side on the valve thats not working and all the other valves the bleed screw is on the left side. The valve will not operate electrical or manual. Is it possible that the valve was assembled wrong at the factory. Could this be why this valve will not flow electrical or manual ? Can I reassemble the valve so it looks like the other 4 with the bleed screw on the left. I have checked the flow direction on the valve body and is is correct.

Is this a jar top valve? If it is, the position of the bleed makes no difference. Any other valve, if the top was on wrong the solenoid would be on the wrong side as well.
