Sprinkler Zones stay on

When I turn my zones manual on from the timer box, they stay on and won't turn off. Is this an issue with the timmer box? I don't think all the valves could be bad, but I'm wondering if it could be a short by the valves.

Our timer box is a Rain Bird SST-600.

Any suggestions?

Unplug the controller when the valve is stuck on. Did it turn off?
