Sprinkler Heads leaking underground

Looks like I have a couple of leaks under sprinkler heads as I've noticed pools of water when running. Upon digging up the sprinklers, I've discovered that two 90 degree elbows are used as "risers" that attach to the sprinkler heads. What's the proper solution? One can not fully tighten these elbows and align it such that the sprinkler heads are standing straight up and not at an angle.
