Setting zone times in water starved S California

I live in So Cal. also. At home I found that saving 25% was easy as everyone was using to much water. But now I'm renovating a rental property and get to start from scratch. Yes you CAN dramatically cut back on the amount of water you use. Here in California we are asked to reduce use by 25% and I'm sure we will have to reduce use even more in the years ahead. You can cut use by half or more with this two step process: Step one: evaluate your landscape and see how much grass you can remove and replace with something else. Pipe size reduction on laterals

I think the design guide is trying to save you some money. It is best (low cost) to use the smallest pipe you can but the smallest size is determined by how much water flows through the pipe (measured in GPM), the pressure at the supply end and the required pressure at the end. Selecting a valve for a very low flow rate.

This is the lowest flow of any zone I've done. It is a 200 square foot patch of grass on a slope in very hard clay soil and I'm using sub surface drip line. Following Railbird's recommendations works out to 1.3 gallons per minute for the zone. Do I really need a special low flow rate valve like the XACZ-075-PRF or can I use my usual ASVF 3/4 in valve? I hate to say it but the system needs to be designed and installed with the idea in mind that it might need to be flushed. For example place a manual ball valve at the end of a supply line or I have a ball valve on the down stream end of the manifold. Lacking this you usually can rig something like it when needed.
