shut off valve options....

hi all!
I've received my 4 valves from sprinkler warehouse.....very professional. I think today will be the day I replace them. Since I found two leaks underneath the valves, I am going to re-do the whole manifold piping underneath the 4 valves.

Also, I will add a shut off valve, so I no longer have to turn off the entire house's water supply. Thus my question.....

When looking around the neighborhood here, many do not have shut offs.....those who do have them come up to above ground level using four 90 degree elbows just before the valves.

I could do this, but I'm slightly worried about freezing. My worries are perhaps unfounded, since this is central Florida, and others have this. I was going to leave the valve in-line, and saddle a 4 inch PVC pipe over it with a cap, so I could just take off the cap and reach down in there to turn off the valve when needed. It would only be about a foot deep or so.

I'm used to 4 foot frost depths up north.....I know I'm probably being anal here.....what would you do?
