Backflow pressure

Having some issues with water pressure in my system. I placed a pressure gauge on the first test cock on the backflow preventer and get a reading of 50PSI, as soon as i open a valve it drops down to 17/18PSI and stays there. Seems that is way to much of a drop? The run from the meter to the backflow device is only about 2 ft and i don't see any puddling of water so i'm not sure if it's a leak? Any comments would be appreciated.
