If you have two zones running at the same time that could give it "half ass pressure".
Make sure the solenoids are all the way snug clockwise.
Unplug the timer with them running and see if they shut off. Make sure your back up battery is good before doing so or you'll lose all your programming. Or you could just disconnect the two zone wires and see if they shut off.

Zone partially running when off

Have hunter srv valves 6 zones. Haven't used the system in over a year but noticed two of my zones running under half ass pressure this morning with all turned off. Not really familiar with ectronic valves. Turn water off and checked the diaphragms for tears or blockage and all looked good. Could it be the solinoids
