Try turning down all of the flow controls and see if they don't shut off. Then adjust them.

Ot possibly there's not enough water in your mainline to shut the valves off?

Are you on a pump or something or city water?

consant water flow

When I turn on the supply line I get constant flow of water through the valves. I have the controller disconnected and operating the system manually. I have replaced all 4 diaphrams and still get flow though the valves.
