check to see whether the solenoids are actuating - measuring 24 volts does not mean there can't be an electrical problem

Irritrol Valve 2600T

I have 4 valves that will not come on. I can use the manual handle and water but the controller will not operate them.
They all worked fine last year when I shut down. Checked power and have 24V at the valve. They are Irritol 2600T.
Other than the power what is next. Funny that 3 together in one box don't work and 1 in another box.
What next.
