Try turning the valve on with the bleeder screw. If you still have the same problem look for a leak in the line.

Rainbird rotor sprinkler head

One of my rotor head sprinkler is not popping all the way up. I try to pull it up by hand and it keeps wanting to retract. I replaced the head with a new one but still have the same problem.
